The tribe of Asher did not drive out the Canaanites - and, yes, many other tribes did not make it either "so the Canaanites dwelt [...] among them"(Ephraim - verse 29) - but for Asher the failure seems to be more fatal. The Asherites dwelt among the Canaanites, so the Canaanites were more than the Asherites.
God gave all Israel the authority to take the land and drive the former inhabitants out - it seems every single tribe failed to do that - and perhaps we fail to take the authority we have as well. But there seems to be a difference between those that are just guests "dwelling among the Canaanites" and those that take some authority yet and "let the Canaanites dwell among them". Get rid of all your bad habits, but if you can not let them go at least take some authority and control them setting up good habits to build balance.
